Which States Tattoo Minors With Parent Consent?

I know California has strictly prohibited it, even with parent consent. But me and my mom want to go get matching hummingbird tattoo's for my 16th birthday. I hear Nevada will do it, but I'm not 100% sure. Any other states I should look to? Help is appreciated! And don't tell me to get it done by a on line pharmacies friend...I'm not having my grandmas memorable tattoo be done by scratchers!
